Since 1979 IT, Govern Thyself To Manage Resources, Many Are Turning To IT Governance by Elizabeth Millard Although it sounds like a man- agement phrase du jour, IT gover- nance is actually a concept that is likely to gain more traction in the business world in the coming years, and for a good reason. The strategy creates a better way to manage information technology so that it aligns with larger busi- ness goals and controls technolo- gy spending. According to research firm Gartner Group, more than 75% of organizations have ineffective IT governance.
The statistic is stag- gering, considering how technolo- gy and IT spending has integrated into company goals and strategic initiatives. It's also surprising given how governance can bene- fit a company. The ITGI (IT Governance Institute) posits that effective governance can lower costs and time spent on projects, increase resources, and optimize business investment in IT. 'Simply put, it's a way to de- cide where to put your IT money and effort to make the largest impact,' says Charles Stack, CEO of Flashline, a firm that works with businesses to improve their IT governance. 'First, everyone was focused on project management. But now that every- one has gotten good at that, gov- ernance is the next step because it lets you see all these projects as a whole.' The ulti- mate goal is to protect the well-being of the network from security breaches and legal troubles your enterprise could face, stemming from improper use. But getting there involves complex issues of human behavior, personal lib- erties, and other issues that must be taken into account that usually don't have much to do with the IT admin's usual job function. Part cop, lawmaker, and policymaker, the IT admin must wear several hats when creating an effective IT accept- able-use policy. Indeed, the challenge, part art and science, involves user needs assessments and effective communication, says Jona- than B. Wilson, vice president and general counsel for Inter- land. Ebbers, who claimed he was unaware of the fraud and blamed former finance chief Scott Sullivan of orchestrating the scam, was also found guilty of conspira- cy and filing false documents with regula- tors. Ebbers now faces up to 85 years in prison; his attorney says he will appeal the verdict. Sullivan and five other WorldCom executives have already pleaded guilty to fraud charges. I IBM Will Acquire Ascential IBM announced it will buy data integration solutions maker Ascential for $1.1 billion. The deal, which IBM expects to complete in the second quarter of 2005, will make Ascential a part of IBM's growing informa- tion management software division.
No lay- offs are planned for Ascential' s approximate- ly 1,000 employees. Ascential' s integration tools, say IBM executives, fill a gap in Big Blue's current portfolio and will be absorbed into IBM's existing product line. The overall data integration market is expected to grow from $9.3 billion in 2003 to $13.6 billion in 2008, according to analyst firm IDC. I Microsoft Pushes For Patent Reform Microsoft renewed its calls for U.S.
Patent reform, offering several proposals the company says would lower the financial risk of patent litigation and make the system more efficient and accessible to smaller com- panies. Microsoft also called for the removal of patent filing fees for smaller businesses, saying the current system 'only works for the largest companies.' Patent applications at the U.S. Patent and Trademark Office have tripled in the past 20 years. I IT Managers Get Optimistic IT spending will likely exceed budgets at nearly half of North American companies this year, according to a new Forrester Research survey.
The quarterly poll indicates that 45% of CIOs expect to break their IT budgets in 2005, compared with 25% who said the same in the first quarter of 2004. 57% of surveyed CIOs describe the current business climate as 'strong' or 'very strong,' up from 36% a year ago.
Respondents from companies with 5,000 employees or more were the most optimistic, Forrester says. I ChoicePoint Issues Apology Derek Smith, chairman and CEO of data warehouse ChoicePoint, appeared before a congressional committee and apologized for his company's accidental disclosure of 145,000 Americans' personal data to identity thieves. The company, which sells consumer information to groups such as insurance companies and government agencies, was duped by criminals posing as representatives of legitimate businesses. So far, the incident has resulted in at least 750 cases of identity theft. Smith says ChoicePoint will help indi- viduals affected by the breach.
I New Service Provider Role For Microsoft Microsoft's IT department will be taking over IT management of Energizer Hold- ings, a major customer of the software giant. Under the agreement, which has not been for- mally announced, Microsoft will be responsi- ble for managing, updating, and supporting Energizer' s customers and will host such applications as email and instant messaging for the company. Although Microsoft claims this is not a change in direction but rather a 'slight evolution' that will help it better understand the needs of its customers, some in the industry see the move as an attempt to compete with service provider partners. I Online Reporters Ordered To Reveal Sources Three independent online reporters were ordered by a California judge to identify their sources in a lawsuit brought on by Apple.
In the lawsuit, Apple sued 25 employees it accused of leaking confidential product information to Web publishers and demand- ed that the reporters reveal their sources. Although the reporters fought the subpoenas, the judge ruled in favor of Apple, noting that no one has the right to publish trade secrets supplied by someone breaking the law. The reporters plan to appeal the ruling. In other news, Apple won a case against a British company, forcing the company to hand over rights to the iTunes.co.uk Web address. I H-1B Visa Applicant Pool To Be More Open The U.S. Citizenship and Immigration Services department says it will open an additional 20,000 H-1B visas this spring to all qualified applicants.
H-1B visas had been open only to individuals with an advanced degree from a U.S. The 20,000 new visas are in addition to the 65,000 already available. Washington, D.C.based Compete America opposes the new plan, saying that, to keep the best-trained people in the country, the new visas should continue to be restricted to foreign nationals with advanced degrees. I Microsoft To Enter Paid Search Field Microsoft is expected to show off a new paid search service, placing it in the market dominated by Google and Yahoo!
The ser- vice, which is expected to first roll out in Singapore and France, will offer advertisers a pay-per-click bidding system, sponsored text links, and demographic profiles tied to key- words. The demographic information will be collected via Microsoft's Passport program. The new service will eventually be available globally, but there is no date set yet for a launch in the United States. I RIM, NTP End Patent Suit Patent-holding company NTP has accepted a $450 million settlement to end a lawsuit it brought against Research In Motion in 2002. The lawsuit covered patents related to the use of radio frequency wireless communications in email systems. The set- tlement covers all past and future RIM prod- ucts and services and avoids royalty pay- ments.
